A small city with an outsized history

Montgomery had 1,948 residents at the 2020 Census, a small footprint for a city that was Montgomery County’s first county seat. W. W. Shepperd founded the town in July 1837, and it became the county seat the same year the county was created, before losing that role to Conroe later. The city markets itself as the birthplace of the Texas flag, tracing the claim to Charles B. Stewart, a Montgomery postmaster and pharmacist who served as the Republic of Texas’s first Secretary of State and was appointed to the committee that designed the Lone Star flag; the attribution, based on a 1922 claim by Stewart’s son, is disputed among flag historians for lack of independent evidence, and the city itself notes the dispute rather than treating it as settled. Montgomery sits close to Lake Conroe’s south shore, which puts it near two of the area’s largest golf-and-marina communities: Walden on Lake Conroe, planned since 1972 for roughly 5,200 dwellings around its own 18-hole course and 536-slip marina, and April Sound, a gated community built around 27 holes of golf. The clearest local golf cart rule we found

Unlike most cities in this service area, Montgomery publishes its own golf cart guidance directly. It requires any golf cart or off-highway vehicle operated in the city to display a TxDMV-issued license plate, to carry a slow-moving-vehicle emblem if it travels under 25 mph, to follow all normal traffic laws, and to be driven by someone holding a valid driver’s license or a learner’s permit with an adult present. Operation is authorized in a master planned community with restrictive covenants and an approved plat, on a public or private beach open to vehicles, or on a road posted 35 mph or less, in daytime, within five miles of where the cart is usually parked, traveling to or from a golf course. That five-mile figure matches the current statewide rule in Texas Transportation Code Section 551.403, and it is worth checking directly with the city if you plan to rely on it, since local guidance can be updated. What Montgomery-area carts need

Heat and humidity, together. Houston-area NOAA normals put roughly 105.2 days a year at 90°F or above, with July and August highs near 94.9 to 95.8°F. Inside a flooded lead-acid pack, that heat evaporates electrolyte and sulfates the plates once the level drops, which is the season a pack goes from fine to failing. The wet season and heavy rain events. Nearly a third of the region’s annual rainfall falls between June and September, and Hurricane Harvey in August 2017 put a stark point on what a genuinely severe rain event does here: 31.22 inches of rain fell just southwest of Conroe, and the San Jacinto River Authority’s dam saw a record pool elevation with a release above 70,000 cubic feet per second that worsened downstream flooding. A garage or cart barn near the water that took floodwater needs the cart’s pack, cables, and controller inspected before charging resumes.

Marina duty for a lot of Montgomery-area carts.
